Abstract: Local development as a goal pursued by different countries requires a set of pillars and tools, and in order to achieve this endeavor, Algeria worked in various stages to empower regional groups with structural and organizational elements to achieve the required development, and also provided mechanisms for this, including regional organization and activating popular participation through the involvement of civil society As an informal actor in the local development efforts and relying on regional specificity, considering these factors is an appropriate environment and space in this field
