Loyalty and spoil : political clientelism in the Tunisian legislative institution, council of advisors model (2005-2011)

Abstract

This research studies the council of advisors, a Tunisian political institution that was approved by the constitutional amendment of 2002 as a second legislative chamber and extended its work between 2005 and 2011, and it aims to highlight the role of of this council in establishing political clientelism because the Ben Ali regime granted membership to the council as a benefactor for those who provided service to the regime. This research relied in the historical method to study the objectives of the resurrection on this institution, its course and its activities. It concluded with the secondary role of the council of advisors in the Tunisian political system, and its role in consolidating presidential clientelism.
