Abstract: This study focus on the basic variables designing development path in border areas, and its impacts on local, regional & International level, according to Mono-oriented policies relying on security as a sole actor in classical perspective, in the context of dialectic of relationship between security & development. It is based on descriptive & analytical & dialectical methodes to analyse Border Development, as research results proved the necessity of adopting an integrated approach which use other dimensions in order to develop border communities
