dc.description.abstractThe African Sahel region is considered to be one of the important areas in the strategies of the great powers for historical, security and economic reasons. It attracts companies that compete for interests and zones of influence but it has to be noticed that many countries in this region live in a miserable situation of deep problems that affect their entire systems and activities and make them occupy the first ranks of "the Failed States Index". They find themselves vulnerable to international intervention by outside powers with the support of international law according to the philosophy of humanitarian intervention and its evolution to the principle of the responsibility to protecten_US
