الأمن الصحي الجزائري في ظل جائحة كورونا دراسة حالة (مديرية الخدمات الجامعية ورقلة)

Abstract

الملخص : تهدف هذه الدراسة إلى معرفة إجراءات الأمن الصحي الجزائري في ظل جائحة كورونا و ذلك من خلال دراسة حالة لمديرية الخدمات الجامعية بورقلة . من أجل معرفة البرتوكول الصحي التي اتبعته مديرية الخدمات الجامعية بورقلة و إلى أي مدى تم تطبيقها من طرف المديرية .و على هذا الأساس تم معالجة الدراسة انطلاقا من الإشكالية التي تم طرحها بالشكل التالي: ما مدى تجسيد الإجراءات الصحية المتخذة من قبل الدولة الجزائرية لتوفير الأمن الصحي في ظل كورونا بمديرية الخدمات الجامعية بورقلة ؟ و قصد الإجابة على الإشكالية المطروحة نستخدم المنهج الوصفي التحليلي و منهج دراسة الحالة بالإضافة إلى الاقتراب القانوني و المؤسساتي، أما فيما يتعلق في الجانب التطبيقي فقد تم الاعتماد في الدراسة على توزيع 40 استبيان خاص بالموظفين و 170 استبيان خاص بالطلبة المقيمين و بعد معالجته باستخدام أدوات إحصائية مثل SPSS v24 و كذلك EXCEL فقد تم التوصل من خلال تحليل الاستبيان إلى أي مدى تم تطبيق هذا البرتوكول من خلال الثلاث محاور المحور الأول معرفة البروتوكول الذي طبق من طرف المديرية و المحور الثاني على الإطعام هل تم إعطائهم وجبات صحية لتقوية مناعة الطلبة و احترام إجراءات الوقاية و المحور الثالث على النقل من معرفة مدى توفير المعقمات إتباع التعليمات اللازمة ل

Summary: This study aims to know the Algerian health security procedures in light of the Corona pandemic, through a case study of the Directorate of University Services in Ouargla. In order to know the health protocol followed by the Directorate of University Services in Ouargla and to what extent it has been applied by the Directorate. On this basis, the study was addressed based on the problem that was raised in the following form: To what extent are the health measures taken by the Algerian state to provide health security under Corona in the Directorate of University Services in Ouargla? In order to answer the problem posed, the descriptive analytical approach and the case study approach are used in addition to the legal and institutional approach. As for the practical aspect, the study was based on the distribution of 40 questionnaires for employees and 170 questionnaires for resident students and after processing using statistical tools Like SPSS v24, As well as EXCEL, during the analysis of the questionnaire, to what extent was this protocol applied through the three axes, the first axis knowing the protocol that was applied by the directorate and the second axis on feeding, were they given healthy meals to strengthen students' immunity and respecting prevention measures and the third axis on transportation from Knowing the extent of providing sterilizers, following the necessary instructions to eliminate the spread of the Corona virus

Cette étude vise à connaître les procédures algériennes de sécurité sanitaire à la lumière de la pandémie de Corona, à travers une étude de cas de la Direction des Services Universitaires à Ouargla. Afin de connaître le protocole sanitaire suivi par la Direction des Services Universitaires à Ouargla et dans quelle mesure il a été appliqué par la Direction. Sur cette base, l'étude a été abordée à partir de la problématique qui a été soulevée de la manière suivante : Dans quelle mesure les mesures sanitaires prises par l'Etat algérien pour assurer la sécurité sanitaire à l'ombre de Corona à la Direction des Services Universitaires à Ouargla ? Afin de répondre à la problématique posée, la méthode d'analyse descriptive et la méthode des études de cas sont utilisées en complément de l'approche juridique et institutionnelle. Pour le côté pratique, l'étude s'est appuyée sur la diffusion de 40 questionnaires pour les salariés et 170 questionnaires pour les étudiants résidents. et après traitement à l'aide d'outils statistiques comme SPSS v24, ainsi que EXCEL, le questionnaire a été analysé dans quelle mesure ce protocole a été appliqué à travers les trois axes, le premier axe connaissant le protocole qui a été appliqué par la direction et le deuxième axe sur l'alimentation , ont-ils reçu des repas sains pour renforcer l'immunité des élèves et en respectant les mesures de prévention et l'axe Le troisième concerne le transport en sachant dans quelle mesure les stérilisateurs sont fournis, en suivant les instructions nécessaires pour éliminer la propagation du virus Corona
