محددات الكفاءة للمقاولة الفلاحية في الجزائر - دراسة عينة لمقاوليزراعة البطاطا في ولاية الوادي-

Abstract

يهدفهذاالبحثإلىتشخيص محدداتالكفاءة الفلاحية لمقاولي زراعة البطاطا في ولاية الوادي، ويتم هذا من خلال مرحلتين، ففي المرحلة الاولى نقومبقياس الكفاءة الفنية لزراعة البطاطا خلال موسم 2019/2020، من خلال ثلاث مدخلات ومخرجة واحدة، بإستخدام أسلوب تحليل مغلف البيانات DEA ذو التوجه الإدخالي، وفي المرحلة الثانية نقوم بحساب التباين الذي يفسر التغيرات في الكفاءة الفلاحية من خلال مجموعة من المتغيراتالمستقلة، حيث يتم إعتبار مؤشرات الكفاءة المتحصل عليها في المرحلة الاولى متغير تابع، وسيتم إستخدام أسلوب النمذجة بالمعادلات الهيكلية PLS-SEM. تم الحصول على بيانات الدراسة من خلال إستبيان موزع، حيث تمت الدراسة على 164 مقاولة فلاحية تعمل على زراعة البطاطا، وقد توصلت الدراسة إلى أن المتغيرات المستقلة تفسير ما مقداره 46.2%من التباين الحاصل في متغير الكفاءة الفلاحية، حيث يتحسن مستواها بتحسن مستوى تلك المتغيرات. قدمت الدراسة مجموعة من التوصيات أبرزها الاهتمام أكثر بالجانب التسويقي للبطاطا، كذلك تجديد رأس المال التكنولوجي الفلاحي، كما وصت الدراسة بتفعيل الجانب المقاولاتي قي القطاع الفلاحي.

This research aims to diagnose the reality of the agricultural efficiency of potato contractors in Wilaia El-Oued, and this is done through two stages. In the first stage, we measure the technical competence of potato cultivation during the 2019/2020 season, through three inputs and one output, using the DEA Data Envelope Analysis method. Input orientation, and in the second stage, we calculate the variance that explains the changes in agricultural efficiency through a set of independent variables, where the efficiency indicators obtained in the first stage are considered a dependent variable, and will be used Structural Equations Modeling PLS-SEM method. The study data was obtained through a distributed questionnaire, where the study was conducted on 164 agricultural entrepreneurship working on potato cultivation, the study found that the independent variables explain an amount of 46.2% of the variance in the variable of agricultural efficiency, as their level improves with the improvement of the level of these variables. The study presented a set of recommendations, most notably paying more attention to the marketing aspect of potatoes, as well as renewing the agricultural technological capital. The study also recommended activating the entrepreneurial aspect in the agricultural sector.
