Dynamique des systèmes de production phoénicicoles et promotion de la filière « dattes » : perspectives de développement - Cas de la région de Ghardaïa -

Abstract

La présente étude se propose comme objectif d’établir un diagnostic relatant l’existence d’une dynamique de la sphère de production dattière dans la région du M’zab, constituée par une diversité de systèmes de production phoénicicoles : « traditionnel » menacé, « paysan » relativement adapté mais nécessitant plus de maitrise et d’ « entreprise » en phase d’émergence. L’une des tendances indésirable est ce rétrécissement de la gamme de cultivars cultivés. La filière « dattes », quant à elle prolongement socio économique de cette sphère peine à tirer profit de cette dynamique et des opportunités de soutien étatiques à cause d’une multitude d’handicapes (organisationnel, managériale, manque de professionnalisme, éparpillement de l’offre dattière, rapports encore informels, primauté du profit pécuniaire). Néanmoins, l’étude montre que des marges d’amélioration existent à tous les échelons pour peu que le durable et la concertation priment sur le court terme et le cloisonnement.

The present study proposes a goal to make a diagnosis relating the existence of a dynamic sphere in date production constituted by a diversity of production systems phoénicicoles in the M'zab region: "traditional" system threatened, "peasant" system relatively adapted but requires more of mastery and the «enterprise" system during the emerging phase. One of the undesirable tendencies observed is the narrowing of the range of cultivars of date palm cultivated. The date’s sector, socio-economic extension of this sphere, fails to take advantage of this dynamic and the opportunities offered by the state support for because of a multitude of handicaps (organizational, managerial, lack of professionalism, scattering of the offer of dates, reports yet informal, and primacy of pecuniary profit). However, the study shows that, in this region, margins of improvement exist, at all levels as long as sustainable and the coordination prevails over on the short-term and the partitioning.

تقترح هذه الدراسة إقامة تشخيص واصفا وجود ديناميكية في مجال إنتاج التمور في منطقة ميزاب و مبرزة تنوع نظم إنتاج التمور : النظام" التقليدي" مهدد من عدة جوانب ، النظام "الفلاحي" متأقلم ولكن يحتاج إلى تحسين مردود يته و الاستثماري " شركة " في طور البروز. احد التوجهات السلبية هو انحصار الأصناف المزروعة. شعبة التمور الامتداد الاقتصادي و الاجتماعي لدائرة إنتاج التمور لم تتمكن بعد من الاستفادة كما ينبغي من هذا الزخم والفرص المتاحة من طرف دعم الدولة بسبب مجموعة متنوعة من العوائق (التنظيمية والإدارية، نقص المهنية، تشتت الإنتاج علاقات غير رسمية، التركيز على الآني و ربح المالي البحت). ومع ذلك تظهر الدراسة وجود مجالات كافية للتحسين على جميع المستويات بشرط أن تتغلب نظرة الديمومة والتشاور على الأهداف الآنية و أحادية الجانب.
