توظيف القوة الذكية في السياسة الخارجية الأمريكية تجاه ليبيا وإيران نموذجا من سنة (2010 – 2018)

Abstract

ملخص: تطرقت الدراسة إلى توظيف القوة الذكية في السياسة الخارجية الأمريكية والوقوف على نموذجين في ذلك الممتثلين في ليبيا وإيران، وذلك من خلال تناول المفاهيم العامة للقوة لمعرفة خصائصها في السياسة الخارجية ومدى تطور مفهوم القوة في العلاقات الدولية، بالإضافة إلى معرفة الإطار المفاهيمي للقوة الذكية وارتباطها بالسياسة الخارجية الأمريكية التي ظهرت بشكل جلي منذ سنة 2010 إلى غاية 2018 أي منذ تولي باراك أوباما الحكم، وذلك لمعرفة أهم وسائل وأهداف القوة الذكية في السياسة الخارجية، ومن خلال ذلك تناولت الدراسة توظيف القوة الذكية في السياسة الخارجية الأمريكية تجاه كل من ليبيا وإيران، فالنسبة لليبيا تم التطرق إلى كيفية توظيف القوة الذكية عبر استخدام الوسائل الناعمة التي ركزت على التأثير في الجماهير عن طريق الإعلام وترويج بحملة دبلوماسية لإسقاط النظام الليبي من خلال دعم المعارضة ، ثم جمع ذلك بالضغط الدولي على نظام القذافي إلى التدخل العسكري في ليبيا، أما بالنسبة لإيران فقد كانت البداية بالضغط على ايران لتخلي عن برنامجها النووي بفرض عقوبات اقتصادية على طهران، بالإضافة إلى فتح حوار مع الحركات الإسلامية في إيران التي تطالب بتحقيق العدل والعيش الكريم لاستدراج الشارع الإيراني والإطاحة بالنظام المتمسك بالبرنامج النووي، إلا أنه تم الوصول في الأخير إلى الاتفاق النووي، ومن خلال ذلك فإن الهدف من هذه الإستراتيجية الأمريكية هو تحقيق مصالح والوصول إلى أهداف في مختلف مناطق العالم.

Résumé : L’étude adressée pour employer la puissance intelligente dans la politique étrangère américaine et se tenir debout sur deux modèles en ce que l’Iran et la Libye dans une éternelle en abordant les concepts généraux de la force de connaître leurs caractéristiques dans la politique étrangère et l’évolution de la notion de force dans les relations internationales, en plus de savoir l’armature. La puissance intelligente conceptuelle et la politique étrangère américaine qui apparaît clairement depuis 2010 jusqu’en 2018 tout depuis que Barack Obama a pris le juge pour voir les principaux moyens et les objectifs de puissance intelligente en politique étrangère et à travers cette étude emploient la puissance intelligente en politique étrangère L’Amérique à la Libye et l’Iran, pour la Libye adressée comment embaucher puissance intelligente en utilisant des moyens douces axée sur l’influence des masses par le biais de médias et de promouvoir une campagne diplomatique visant à renverser le régime libyen en soutenant l’opposition, Alors cette collection de pressions internationales sur Kadhafi pour une intervention militaire en Libye, l’Iran avait initialement pression sur l’Iran d’abandonner son programme nucléaire en imposant des sanctions économiques à Téhéran, en plus d’ouvrir un dialogue avec les mouvements islamiques en Iran demandant justice et vivre décemment Pour attirer la rue iranienne et le renversement du régime qui adhère au programme nucléaire, mais il fut enfin accès à l’accord nucléaire, et à travers elle, l’objectif de cette stratégie est d’atteindre les intérêts américains et atteindre les objectifs dans différentes régions du monde. .

Abstract: The study addressed to employ Smart power in u.s. foreign policy and stand on two models including Iran and Libya, in abiding by the general concepts of force were addressed to see their characteristics in foreign policy and the evolution of the concept of force in international relations, in addition to knowledge of the framework Conceptual smart power and American foreign policy that appeared clearly since 2010 until 2018 any since Barack Obama took the judge to see the principal means and objectives of smart power in foreign policy, and through this study employ Smart power in foreign policy America to both Libya and Iran, for Libya addressed how to hire smart power by using soft means that focused on influencing the masses through media and promote a diplomatic campaign to overthrow the Libyan regime and opposition support and recognition, then gather with international pressure on Gadhafi to military intervention in Libya, As for Iran were beginning negotiations and sit at the table of dialogue to agreement on its nuclear program and imposing economic sanctions on Tehran, in addition to opening a dialogue with Islamic movements in Iran calling for Justice and a decent living to lure Iranian Street and the overthrow of the regime Stickler to the nuclear program, but it was access at last to the nuclear agreement, and through it the goal of this strategy is to achieve American interests and reach the targets in various regions of the world.
