Abstract: The growing role of information technology in bringing about the transformation from traditional transactions to electronic transactions, as a result of developments in society and in light of the emergence of the information and communication technology revolution, a new model of management emerged, given the problems created by traditional management, and this model was named electronic management. When saying that the development of an electronic administration, it does not mean breaking away from the performance of the traditional public administration as much as it means re-engineering the administrative work in accordance with modern information and communication technologyE-management is among the most important strategic requirements that are effective in improving and activating the public utility in general. It also aims to facilitate services and simplify procedures, and had a significant impact on eliminating administrative corruption and bureaucracy, as we noted its impact on the development of the human element, as well as improving and regulating the functioning of public facilities and equality between those dealing with the administration. Accordingly, digital transformation is an effective strategy to ensure administrative reform.
