Abstract: The recent global experience with the Corona pandemic has provided a new impulse to think about reviewing texts related to health crises in areas of armed conflict, given the multiplying challenges it poses to the health and lives of people and therefore texts must be approved that include Double preventive and treatment measures for health crises in the war, with enhanced protection for the groups most vulnerable to infectious diseases. The application of these provisions also requires texts governing international cooperation within the framework of collective health security, while creating an international liability regime. Deterrent to any wrongdoing associated with it. In this study, we use the techniques of content analysis in studying and scrutinizing legal texts with the tools of the descriptive approach in following up the extent to which the epidemiological reality is consistent with the legal texts and the mechanisms monitored to combat pandemics and epidemics during armed conflicts, as the current global health crisis revealed severe shortcomings in dealing with the international health, economic and security situation. From all countries, even those countries that were considered developed countries, and the situation is no less worse in times of armed conflicts, which makes it necessary to adopt a new international instrument to collect and activate international rules for health crises in order to create a more effective health
