Du rejet des déchets ménagers au Centre d'Enfouissement Technique de Touggourt: Quel état des lieux ?

Abstract

L’Algérie est passée de la décharge sauvage à la décharge contrôlée puis au centre d’enfouissement technique, traduisant ainsi une réelle prise de conscience pour la protection de l’environnement et la nécessité d’une gestion intégrée des déchets solides urbains. C’est dans cette optique que s’inscrit la présente étude dans la région de Touggourt et dont objectif réside en l’établissement d’un diagnostic relatif à la gestion des déchets ménagers et au fonctionnement du CET. 3 mois durant (mai-aout) qu’ont été menées des enquêtes de terrain ayant touché d’une part des personnes physiques représentant différents ménages résidants dans 7 quartiers représentatifs la grande agglomération de Touggourt outre de Taïbet, et d’autre part le C.E.T. de Nezla, établissement de traitement et d’enfouissement des déchets ménagers. Des suites des investigations de terrain où de nombreuses contraintes ont été relevées aussi bien à l’échelle ménage, qu’au niveau de la municipalité en termes de gestion des déchets à un moment où le CET connait des dysfonctionnements, alors que son existence est un atout majeur aussi bien pour le bien- être du citoyen que pour la santé environnementale. L’urgence appelle la société urbaine à se comporter via un civisme quotidien et interpelle le sens de responsabilité des collectivités locales, tout un chacun à agir via des actions tangibles et de manière systématique.

لقد انتقلت الجزائر من التفریغ العشوائي للنفایات إلى التفریغ المراقب، وبعدھا إلى إنشاء مراكز الردم التقني مترجمة بذلك الوعي الحقیقي من أجل حمایة البیئة، وكذا الحاجة إلى التسییر المضمون للنفایات الصلبة الحضریة.وعلى ضوء ھذا المنظور تتمحور ھذه الدراسة بمنطقة تقرت–الجزائر، والتي یكمن الھدف منھا|إلى القیام بتشخیص متعلق بتسییر النفایات المنزلیة، وكذا سیر عمل مركز الردم التقني وعلى مدار3أشھر)ماي-أوت(لسنة2020.قمنا بدراسات میدانیة والتي مست من جھة أشخاص طبیعیین یمثلون مختلف شرائح المجتمع القاطنین بسبعة أحیاء ذات كثافة سكانیة عالیة بمدینة تقرت إضافة إلى الطیبات، ومن جھة أخرى دراسة میدانیة لمركز الردم التقني)النزلة(مؤسسة معالجة وردم النفایات.تم القیام بمتابعة تحقیقات میدانیة أخرى والتي لوحظ على إثرھا عوائق متعددة على مستوى المنزل أكثر منھ على مستوى البلدي من حیث تسییر النفایات، في وقت عانى فیھ المركز إلى اختلالات وظیفیة والذي یعد وجوده أمر حتمي من أجل رفاھیة المواطن، وكذا الصحة البیئیة، وعلیھ فإن الحاجة تستدعي الشركة الحضریة بضرورة العمل الوطني، وكذا تحلي المجتمعات المحلیة بروح المسؤولیة من خلال أفعال ملحوظة وبطرق ممنھجة.

Algeria has moved from uncontrolled landfill to the controlled one then to the technical landfill reflecting a real sens of awareness of protecting the environment and the need for an integrated management for Urbain Solide Waste. Therefore, it is with this perspective that this study will be in the region of Touggourt in the objective is to establish a diagnosis related to the household waste and the functionality of the Technical Landfilling Center (T.L.C).During three months of the first quarter (may- august) of 2020, field surveys were carried these surveys have involved, in one hand, individuals representing different residents of 7 neighborhoods with high agglomeration rank beside Taibet and in the other hand, the Technical Landfilling Center of Nezla a household waste treatment of landfilling facility. As a result of the field investigation, many constraints were noted in both household level and municipality level in term of waste management at time where the T.L.C was experiencing dysfunctionality while its existence is considered a major asset for the well-being of citizen, and environmental health. The urgency calls the urban society to behave incivility manner on daily basis and emerge the sens of responsibility of local communities by acting through a tangible actions and systematically manner
