Abstract

تهدف الدراسة إلى إبراز وتحليل أهم الأطر القانونية الناظمة لأوضاع اللاجئين في العالم وكذا إلقاء الضوء على واقع اللاجئين السوريين في دول الجوار من حيث الأوضاع الإنسانية المحيطة بهم من جهة، وما طرحته هذه الأزمة من تأثيرات عميقة في بنية الدول المضيفة من جهة أخرى. فقد أعادت قضية تدفقات اللاجئين الفارين من الحروب فرض نفسها في السنوات الأخيرة على الساحة الدولية، في سياق ما طرحته من تناقضات في التعاطي معها في إطار الموازنة بين ما جاء به القانون الدولي من حقوق لهذه الفئة بإبرام اتفاقيات ومواثيق دولية وإقليمية، وبين ما يحكم المصالح السياسية في العلاقات الدولية، حيث يشكل اللاجئون عبئ على الدول المستقبلة لما يفرضه من انعكاسات سلبية متعددة الأبعاد على هذه الدول. Abstract: The study aims at highlighting and analysing the most important legal frameworks regulating refugees’ conditions in the world. It sheds light on the humanitarian living conditions of Syrian refugees in the neighbouring countries on the one hand, and the drawbacks resulted on the structure of the host countries on the other. Recently, the issue of refugees flows escaping from wars has re-imposed itself internationally. In accordance with what the international law has legitimized as rights for refugees and what governs political interests in international relations, refugees’ flows brought real controversy on how to cope with such situations. Consequently, refugees become a real burden and bring to issue multi-dimensional negative effects on these host countries
