دور الإتحاد الافريقي في تسير الملف الأمني لمنطقة الساحل الإفريقي (دراسة حالة النزاع في دولة مالي)

Abstract

الملخص: تناولنا في هذه الدراسة دور الإتحاد الإفريقي في تسيير الملف الأمني بالقارة الإفريقيةبالضبط منطقة الساحل الإفريقي ولما لها من الأهمية الإستراتيجية، وتعددها بظواهر ومؤشرات أمنية خطيرة، كالأمراض، الفقر، الحروب الأهلية وضعف وهشاشة الأنظمة السياسية وسيطرة الجماعات الإرهابية، حيث ركزنا الدراسة على دولة مالي وتمرد فئة الطوارق في شمالها، وتبين من خلال الدراسة والتحليل مدى ضعف وعدم نجاعة آليات التي يتبعها الإتحاد الإفريقي في معالجته لمثل تلك التهديدات اللاتماثلية، مما دفع بالدولة الجزائرية كعضو بذات المنظمة السعي لتحقيق الأمن والسلم في النزاع بشمال دولة مالي، عن طريق الوساطة حفاظا على أمنها القومي والإقليمي وبفعل التقارب الجغرافي مع ماليمع تبني الإتحاد الإفريقي نموذج الوساطة الجزائرية وإعتباره آلية من آليات الإتحاد في تسيير الملف الأمني بالمنطقة.

Sommaire Dans cette étude, nous avons traité du rôle de l'Union africaine dans la gestion du dossier sécuritaire sur le continent africain, précisément la région du Sahel africain et en raison de son importance stratégique, et de sa multiplicité de phénomènes et d'indicateurs sécuritaires dangereux, tels que les maladies, la pauvreté , les guerres civiles, la faiblesse et la fragilité des systèmes politiques et le contrôle des groupes terroristes, où nous avons centré l'étude sur un pays le Mali et la rébellion du groupe touareg dans son nord.L'étude et l'analyse ont montré la faiblesse et l'inefficacité des mécanismes suivie par l'Union africaine pour faire face à ces menaces asymétriques .Cela a poussé l'État algérien, en tant que membre de la même organisation, à s'efforcer d'instaurer la sécurité et la paix dans le conflit du nord du Mali, par la médiation afin de préserver sa sécurité nationale et régionale, et en raison du rapprochement géographique avec le Mali, avec l'Union africaine adoptant le modèle de médiation algérien et le considérant comme l'un des mécanismes de l'Union dans la gestion du dossier sécuritaire dans la région.

Summary: Inthisstudy,wediscussedtheAfricanunion'sroleinthemanagementofthe securitysituationontheAfricancontinentpreciselybecauseofitsstrategicimportance anditsmanydangeroussecurityphenomenandindicators,suchas diseases,poverty,civilwar,the weakness and the fragility of political regimes and the control of terrorist groups. In this study we focused on the state of Mali and the Tuareg rebellioninitsnorth.Thestudyanalysisshowedhowweakandineffectivethe mechanisms of the African unionwere in addressing such asymmetric threats.This led the Algerian state ,as a member of the organization to seek peace and security in the conflict in the north of Mali through geographical rapprochment with Mali.The African Union has adopted the model of Algerian mediation as one of the Union's mechanisms for conducting the security situation in the region.
