اثار نظام التقاعد الجزائري في تحسين القدرة الشرائية للموظف العمومي

Abstract

إن تطور الدولة أصبح مرهون بتطور أجهزتها و على الخصوص الموظفين فيها حيث يعتبرون أداة لتسير مرافقها بإعتبارها شخصية معنوية يتجسد نشاط مرافقها و مؤسستها بوجودهم فهم المرأة العاكسة لها . وهذا بدون إغفال دور الدولة في تنظيم و ضبط الحياة المهنية للموظف إبتداء من أول مرحلة لتوظيفه إلى غاية تقاعده و تسير حياته التقاعدية وتحسين من مستواه المعيشي وهذا في نطاق مادي إقتصادي،ومنه هدفت الدراسة تسليط الضوء على دور الدولة إتجاه المتقاعدين من خلال معرفة إلى أي مدى يأثر النظام التقاعد الجزائري في تحسين القدرة الشرائية للموظف العمومي المتقاعد وهذا من خلال إجراء الدراسة الميدانية على المتقاعدين لمؤسسة نافطال فرع حاسي مسعود بحيث تم توزيع 58 إستبانة على المتقاعدين و تم معالجة البيانات و المعطيات بالإعتماد على برنامج SPSS V24 ، وخلصت الدراسة إلى أنه يعتبر النظام التقاعد الجزائري واجهة فعليا تحمي الموظف العمومي لدى تقاعده و كذا حسنة من القدرة الشرائية بأوجه متباينة في أوساط الموظفين العمومين بعد تقاعدهم .

The summary: English : The development of the state has become dependent on the development of its organs, especially its employees, as they are considered a tool for the functioning of its facilities as a moral personality. And this is without neglecting the role of the state in organizing and controlling the employee’s professional life, starting from the first stage of his employment until his retirement and his retirement life and the improvement of his standard of living, and this is within a material and economic scope. The study aimed to shed light on the role of the state towards retirees by knowing the extent to which the Algerian retirement system affects the improvement of the purchasing power of the retired public employee, and this was done by conducting a field study on the retirees of the Naftal Foundation, Hassi Messaoud branch, so that 58 questionnaires were distributed to the retirees. Data and data based on the SPSS V24 program, and the study concluded that the Algerian retirement system is an effective interface that protects the public employee upon his retirement, and this improves the purchasing power in different ways among public employees after their retirement.
