تقييم فعالية التخطيط الإستراتيجي للاستثمار في تعزيز أداء المؤسسة الاقتصادية "دراسة حالة الإستثمار فيالطاقات المتجددة لسونلغاز- ورقلــــــــة خلالالفترة 2015-2019"

Abstract

تهدف هذه الدراسة إلى تقييم التخطيط الاستراتيجيللاستثمار في إنتاج الكهرباء من الطاقة الشمسية لسونلغاز بالجنوب الشرقيورقلة من خلال مؤشري إنتاج الطاقة والكفاءة الطاقوية. حيث تم معالجة الموضوع بالاعتماد على المنهج الوصفي فيما يتعلق بالأدبيات النظرية أما الدراسة الميدانية فقد تم استخدام دراسةالحالة، كما تم القيام بدراسة قياسيةمن خلالبناء سلاسل زمنية شهرية مكونة من 60مشاهدةخلال الفترة 2014 إلى 2019، وباستخدام نموذج الانحدار الذاتي للفجوات الزمنية الموزعة المتباطئةARDL. تم التوصل إلى عدم وجود تكامل مشترك كلي بين متغيرات النموذج برغم من وجود تكامل مشترك جزئي بين المتغيرات المستقلة إنتاج الطاقة والكفاءة الطاقوية والمتغيرات التابعة كمية الكهرباء الضائعة وعدد الزبائن كما تم التوصل إلى وجود ارتباط قوي بين متغيرات الدراسةفي المدى القصير من جهة،وضعف الفعالية الإنتاج المحققة من خلال مشروع محطة إنتاج الكهرباءمن الطاقة الشمسية بالحجيرة والتي انطلقت فعاليتها في سنة 2015 حيث قدرتنسبة إنتاجللكهرباءمن الطاقة الشمسية في نهاية سنة 2019 بـ 3 بالمئة من إجمالي إنتاج الكهرباء الموجهة لفئة الزبائن التوتر الضعيف وكذلك ارتفاع تكلفة إنجاز المحطة وضعف التدفقات المالية وطول مدة الاسترداد المتعلقة بالعائد الاستثماري من جهة أخري.

This studyaims to evaluate the strategic planning for investment in the production of electricityfromsolarenergy in SONELGAZ, that in the southeast of Ouargla, through the indicators of energyproduction and energyefficiency.

Where the topic was treated by basing on the descriptive approach in relation with the theoreticalliterature. As for in the fieldstudya case studywasused and a standard studywascarried out by building monthly time seriesconsisting of 60 viewsduring the period 2014 to 2019, using an autoregressive model for slow distributed time gaps. ARDL.

It wasconcludedthatthereisn’t a joint common integration total between the model variables, in spite of that there is a part common integration between each of the independent variables, energyproduction, energyefficiency and dependent variables and the amount of lostelectricity, the number of customers. Also it was concluded that a strongcorrelationbetween the study variables in the short term from a way, but from another way there was a weak productionefficiencyachievedthrough the Al-Hujaira’ssolar power plant project,whichwaslaunchedin 2015, where the production rate of electricityfromsolarenergywasestimated at the end of 2019 at 3% of the total electricity production directed to the category of customer’s weak tension as well as the high cost of completing the station, the weakfinancialflows and a long paybackperiodrelated to the investment return on the other hand .
