التحفيزات الجبائية كأداة لجذب الاستثمار الأجنبي المباشر (دراسة مقارنة بين الجزائر ودولة الإمارات)

Abstract

تهدف دراستنا هذه إلى معرفة مدى مساهمة التحفيزات الجبائية في جذب الاستثمار الأجنبي المباشر بالجزائر والإمارات، ولقد تم إنتهاج المنهج الوصفي التحليلي لكونه ملائما لعرض مختلف المفاهيم المرتبطة بالاستثمار الأجنبي المباشر وكذا التحفيزات الجبائية،وذلك في الجزء النظري أما في الجانب التطبيقي فسوف يتم استخدام منهج دراسة الحالة، لأننا بصدد الوقوف على دور التحفيزات الجبائية في جذب الاستثمار :الأجنبي بكل من الجزائر والإمارات، وقد وخرجت الدراسة بمجموعة من النتائج أهمها لم تلعب التحفيزات والضمانات الممنوحة من قبل الجزائرالدورالكافي لاستقطاب الأجانب عكس دولة الإمارات التي كان لها دورفعال في استقطاب الاستثمارت الأجنبية؛  یعاني الاستثمارالأجنبي المباشرفي الجزائر من عدة معوقات وعراقيل التي أدت إلى الكبح من تدفقه

This study aims to know the extent to which fiscal incentives contribute to attracting foreign direct investment in Algeria and the UAE. The descriptive and analytical approach has been adopted because it is appropriate to present the various concepts associated with foreign direct investment, as well as fiscal incentives, in the theoretical part, but in the practical aspect, the case study approach will be used. Because we are in the process of examining the role of fiscal incentives in attracting foreign investment in Algeria and the UAE, and the study came out with a set of results, the most important of which are: • The incentives and guarantees granted by Algeria did not play a sufficient role to attract foreigners, unlike the UAE, which had an active role in attracting foreign investments; • Foreign direct investment in Algeria suffers from several obstacles and impediments that have curbed its flow,
