Abstract

ملخص الدراسة: في سبيل النهوض بالقارة الافريقية وتنميتها وانتشالها من مستنقعات الفقر والتخلف تم الاتفاق على مبادرة الشراكة الجديدة لتنمية إفريقيا من قبل رؤساء الدول والحكومات الأفريقية، بهدف تحقيق التقدم والازدهار في القارة والتخلص من التخلف بحيث تم تحديد أهداف هذه المبادرة ووضع آليات لضمان نجاحها وتنفيذها. قد يتحقق التغلب على هذه المشاكل من خلال قدرة الأفارقة على التعاون والعمل الجماعي، حيث يتطلب ذلك رؤية جديدة من قادة القارة، ومن هذا المنطلق، تأتي وكالة تنمية الاتحاد الافريقي اودا نيبادللتعبير عن وحدة الرؤية الأفريقية وتعاطفها مع القضايا الحرجة التي تواجه القارة. ما يميز وكالة تنمية الاتحاد الافريقي اودا نيباد هو أنها أول مشروع متكامل يسعى إلى بناء قاعدة قوية للتنمية، حيث يظهر وعي القادة الأفارقة بأنه لا يمكن تحقيق التنمية في مختلف جوانبها دون الاهتمام بالأساسات التي بنيت على أثرها الوكالة وتريد الجزائر لعب دور محوري من خلال التعاون بين وكالة تنمية الاتحاد الافريقي ووكالة الجزائر للتعاون الدولي ونجد ان اودا نيباد تأتي كآلية لمواجهة التحديات التي تقف في وجه القارة الأفريقية وتعوق تقدمها.

Résumé : Dans le but de promouvoir et développer le continent africain, ainsi que de le sortir de la pauvreté et du sous-développement, les chefs d'État et de gouvernement africains ont convenu de l'initiative du Nouveau Partenariat pour le Développement de l'Afrique (NEPAD). L'objectif est d'atteindre le progrès et la prospérité sur le continent et de se débarrasser du sous-développement. Les objectifs de cette initiative ont été identifiés et des mécanismes ont été mis en place pour en assurer le succès et la mise en œuvre. Surmonter ces défis peut être réalisé grâce à la capacité des Africains à collaborer et à travailler collectivement, ce qui nécessite une nouvelle vision de la part des dirigeants du continent. C'est dans ce contexte que l'Agence de Développement de l'Union Africaine (AUDA-NEPAD) intervient pour exprimer l'unité de la vision africaine et sa solidarité face aux problèmes critiques auxquels le continent est confronté. Ce qui distingue AUDA-NEPAD est qu'il s'agit du premier projet global visant à construire une base solide pour le développement. Il reflète la prise de conscience des dirigeants africains selon laquelle le développement dans ses différents aspects ne peut être réalisé sans se concentrer sur les fondations sur lesquelles l'agence a été construite. L'Algérie vise à jouer un rôle central grâce à la coopération entre AUDA-NEPAD et l'Agence algérienne de coopération internationale. Ainsi, NEPAD sert de mécanisme pour faire face aux défis entravant le progrès du continent africain.

Summary: In order to uplift and develop the African continent and rescue it from the quagmires of poverty and underdevelopment, the African heads of states and governments have agreed upon the New Partnership for Africa's Development (NEPAD) initiative. The objective is to achieve progress and prosperity on the continent and eradicate underdevelopment. Goals for this initiative have been identified, and mechanisms have been put in place to ensure its success and implementation. Overcoming these challenges can be achieved through the Africans' ability to collaborate and work collectively, which requires a new vision from the continent's leaders. In this regard, the African Union Development Agency (AUDA-NEPAD) emerges to express the unity of the African vision and its empathy towards the critical issues facing the continent. What sets AUDA-NEPAD apart is that it is the first comprehensive project that seeks to build a strong foundation for development. It reflects the awareness of African leaders that development in its various aspects cannot be achieved without focusing on the foundations upon which the agency was built. Algeria aims to play a pivotal role through cooperation between AUDA-NEPAD and the Algerian Agency for International Cooperation. Thus, NEPAD serves as a mechanism to confront the challenges hindering the progress of the African continent.
