القواعد المنظمة لعلاقة المرفق العمومي بالمرتفقين

Abstract

الملخص تهدف الدراسة هذا الموضوع حول علاقة المرفق العمومي بالمرتفقين في الدساتير والمراسيم الجزائرية وعليه ونظرا للتغيرات التي عرفتها الدولة الجزائرية في المرافق العمومية قد أثرت على طرق تسير المرافق العامة من خلال مبادئ حديثة التي تم عمل عليها، في المقابل المحافظة على المبادئ الكلاسيكية تماشيا مع التحولات اليومية من أجل تحقيق الهدف الأساسي للمرافق العامة ألا وهو تقديم خدمة عمومية ذات نوعية وجودة للاستفادة المنتفعين منه وهذا من أجل الوصول المصلحة العامة .

Summary The study aims at this topic on the relationship of the public facility with the beneficiaries in the Algerian constitutions and decrees, and accordingly, due to the changes that the Algerian state has experienced in public utilities, it has affected the ways of running public utilities through modern principles that have been worked on, in return for maintaining the classical principles in line with the daily transformations in order to achieve the basic goal of public utilities, which is to provide a quality and quality public service to benefit the beneficiaries of it and this in order to reach the public interest.

Résumé L’étude vise à ce sujet sur la relation de l’équipement public algériens, et par conséquent, en raison des changements que l’État algérien a connus dans les services publics, il a affecté les modes de gestion des services publics à travers des avec modernes qui ont été travaillés, en échange du maintien des principes classiques en ligne avec les transformationsquotidiennes afin d’atteindre l’objectif fondamental des services publics, qui est de fournir un service public de qualité et de qualité au profit des bénéficiaires de celui-ci et ce afin d’atteindre l’intérêt public
