موقع النخب العربیة ضمن عملیة إنتاج القیم الاجتماعیة والسیاسیة The status of the Arab elites in the process of producing social and political values

Abstract

تحاول هذه المقالة إلقاء نظرة أو فحص أدوار النخبة على المستوى العربي، أين يظهر مدى هشاشة الدور الذي تلعبه، لاسيما وأن هذه النخب لا تخرج عن نطاق كونها إما مهمشة أو مستقطبة، أو أنها تفضل الحياد وتعيش على هامش مسارات التغيير الاجتماعي، السياسي وكذا الثقافي والذي يفترض أنها الفاعلة فيه، ويبدو أن نكوص وقصور وظيفة النخبة ليست وليدة الظروف الراهنة وإنما هو نتاج تراكم تاريخي في مسارات بناء الدولة وكذا في تقاطع جملة من الأسباب الاجتماعية والثقافية، وإن اختلفت هذه النخب في بعض التفاصيل فهي تتقاطع في مجملها على مستوى المشهد العربي كونها متخندقة على نفسها، وفي شبه قطيعة مع مجتمعاتها. This article tries to take a look at the role of the elite in the Arab region, where it shows the fragility of its role, especially since these elites are not marginalized or polarized, or prefer neutrality and live on the margins of social, political and cultural change. It appears that the recoil and lack of elite function are not the result of current circumstances, but rather the result of a historical accumulation in the paths of state-building as well as the intersection of a number of social and cultural causes.Even if these elites differed in some details, they intersect at the level of the Arab scene, being closed to themselves and in a near rupture with their societies.
