السياسة الخارجية للاتحاد الأوروبي

Abstract

تهدف هذه الدراسة إلى معالجة المفارقة بين أوربا الاقتصادية واروبا السياسية وما هي العوامل التي تقف وراء هذا الخلل. لقد وقفت عوامل داخلية وأخرى خارجية وراء تبني الجماعة الاوربية لسياسة خارجية مشتركة تمكنها من التحدث في المحافل الدولية المخصصة للقضايا الاستراتيجية والأمنية بصوت واحد قوي ومسموع كما في المنتديات الاقتصادية والمالية، ووفرت لذلك إطارا قانونيا وهيكليا ومؤسساتيا. وقفت الأطروحة عند مواضع الخلل التي حالت دون تحقيق هذه الرغبة الأوربية كما نصت عليها معاهدة "ماستريخت" ورواد التجربة التكاملية الاوربية منذ أمد. فهنالك من العوامل ما هو متعلق بالجماعة الاوربية نفسها كمسألة الغموض الأوربي، المتمثلة في عدم الحسم في هويتهم السياسية وما هو شكل أوربا التي يريدونها وما هو النموذج الأوربي الذي يطمحون إليه، إضافة إلى طبيعة الدور العالمي الذي يتوجب على أوربا الاضطلاع به. كما تقف الدراسة عند العامل الخارجي الأبرز والمتمثل في التبعية الأمنية لمنظمة حلف الشمال الأطلسي بقيادة الولايات المتحدة الامريكية وعدم قدرتها على التحرر من هذه التبعية. وتخلص الدراسة في الأخير إلى أن السياسة الخارجية للاتحاد الأوربي تظل طموحا مشروعا في أذهان القادة الأوربيين ما لم يتم حسم الجدل في موضعين أساسيين: 1 طغيان عامل السيادة والسياسات القومية الأوربية على السلوك السياسي الأوربي الخارجي. 2 القضاء على النزعة الأطلسية داخل البناء الأوربي.

This study aims to analyze the paradox between economic Europe and political Europe, and the factors behind this imbalance. Both internal and external factors have led the European Community to adopt a common foreign policy that allows it to speak with one strong and audible voice in international forums dedicated to strategic and security issues, as well as in economic and financial forums. A legal, structural, and institutional framework has been provided for this purpose. The thesis examines the areas of deficiency that have prevented the achievement of this European desire as stipulated by the Maastricht Treaty and the pioneers of the European integration experiment for a long time. There are factors related to the European Community itself, such as the issue of European ambiguity, which is represented by the lack of decisiveness regarding their political identity, the shape of Europe they want, and the European model they aspire to, in addition to the nature of the global role that Europe should undertake. The study also addresses the most prominent external factor, which is the security dependency on the North Atlantic Treaty Organization (NATO) led by the United States of America, and Europe's inability to free itself from this dependency. The study concludes that the European Union's foreign policy remains a legitimate ambition in the minds of European leaders as long as the debate on two main points is not resolved: 1) The dominance of the factor of sovereignty and national European policies over European foreign political behavior. 2) The elimination of the Atlanticist tendency within the European structure.

Cette étude vise à aborder le paradoxe entre les Waruba économiques et politiques de l’Europe et les facteurs qui sous-tendent ce déséquilibre. Des facteurs internes et externes ont soutenu l’adoption par la Communauté européenne d’une politique étrangère commune qui lui permet de s’exprimer d’une seule voix forte et écoutée dans les enceintes internationales consacrées aux questions stratégiques et de sécurité, comme dans les enceintes économiques et financières, Fournir ainsi un cadre juridique, structurel et institutionnel. La thèse s’est tenue à l’encontre des défauts qui ont empêché la réalisation de cette volonté européenne telle que stipulée dans le traité de Maastricht et pionniers de l’expérience de l’intégration européenne pendant longtemps. Ce qui préoccupe la Communauté européenne elle-même, comme la question de l’ambiguïté européenne, c’est l’indécision de leur identité politique, la forme de l’Europe qu’ils veulent et le modèle européen auquel ils aspirent, ainsi que la nature du rôle global de l’Europe. L’étude se situe également au premier rang des facteurs externes de la dépendance sécuritaire de l’Organisation du Traité de l’Atlantique Nord (OTAN), dirigée par les États-Unis, et de son incapacité à s’affranchir de cette dépendance. Enfin, l’étude conclut que la politique étrangère de l’Union européenne reste une ambition légitime dans l’esprit des dirigeants européens à moins que la controverse ne soit résolue dans deux domaines clés : La tyrannie de la souveraineté et des politiques nationales européennes sur le comportement politique européen extérieur. 2 Élimination de la tendance atlantique dans la construction européenne.
