الإتحاد الإفريقي والأمن في إفريقيا بين تعقد التهديدات و ضعف الآليات دراسة بعض مناطق التوتر في إفريقيا خلال الفترة الممتدة ما بين 2002- 2020

Abstract

إفريقيا قارة الصراعات والفقر والتخلف وتتصدر دولها قائمة أكثر الدول هشاشة، ويمكن ايعاز ذلك إلى ضعف وعجز داخلي وكذا تسلط خارجي، تمتلك القارة الإفريقية كل مقومات القوة والتقدم والسلام والتنمية إلا أنها تعاني بشدة من مظاهر التخلف وانعدام الأمن والاستقرار، في هذا الشأن جاءت مبادرة الاتحاد الإفريقي بمثابة الحل من أجل النهوض بالقارة وذلك من خلال إحلال السلم والأمن في مقدمة أولوياته من خلال أجهزة وآليات تنطوي ضمنه وأهمها مجلس السلم والأمن الإفريقي واعتباره الجهة الأولى المنوط بها تحقيق الأمن والإستقرار، بمساعدة أجهزة وهيئات فرعية تابعة له مثل هيئة الحكماء والنظام القاري للإنذار المبكر، والقوة الإفريقية الجاهزة وصندوق السلم، إضافة إلى العديد من الإتفاقيات والمبادرات على غرار التدخل لحل النزاعات في دول القارة، ومحاولة إحلال مظاهر الديمقراطية من مراقبة الإنتخابات في دول القارة إلى فرض العقوبات في حالات عدم إحترام الدساتير والتداول السلمي للسلطة، وكذا التعاون بين دول الإتحاد في إطار مكافحة الإرهاب والجريمة المنظمة.

Cela peut être attribué à la faiblesse et à l’incapacité internes, ainsi qu’à la domination externe. le progrès, la paix et le développement, mais il souffre grandement des manifestations de retard, de manque de sécurité et de stabilité. À cet égard, l'initiative de l'Union africaine est apparue comme une solution pour le progrès du continent, en plaçant la paix et la sécurité au premier plan. en tête de ses priorités à travers les organes et mécanismes qui le composent, dont le plus important est le Conseil africain de paix et de sécurité, le considérant comme le premier organe chargé d'assurer la sécurité et la stabilité, avec l'aide des organes et organes subsidiaires qui lui sont affiliés, tels que comme le Conseil des Sages, le Système Continental d'Alerte Précoce et la Force, l'Union Africaine Prête et le Fonds pour la Paix, en plus de nombreux accords et initiatives tels que l'intervention pour résoudre les conflits dans les pays du continent et les tentatives d'amener sur les aspects de la démocratie, depuis la surveillance des élections dans les pays du continent jusqu'à l'imposition de sanctions en cas de non-respect des constitutions et de transfert pacifique du pouvoir, en passant par la coopération entre les pays de l'Union dans le cadre de la lutte contre... Terrorisme et crime organisé.

Africa is the continent of poverty, conflicts, and retardation whose contries are top the list of the moste fragile nations in the world, because of the weakness of the inability of the pool as well as an external domination, Although Africa possesses all the criteria of devlepment, peace, and strength, but the strongly suffer from manifestations of underdevelopment, and the lack of security and stability, and in this regard the initiative of the african as a solution for the advancement of the continent through the establishment of peace and security on top of his priorities through the organs and mechanisms involve the most important African peace and security council as the first mandated to achieve security and stability, with the assistance of the organs and bodies of the subsidiary of such a body of the wise and the continental system of early warning, the african force ready-made clothes and fund for peace. n addition to many agreements and initiatives such as interfering to resolve conflicts in the countries of the continent, and trying to bring about manifestations of democracy from monitoring elections in the countries of the continent to imposing penalties in cases of non-respect of constitutions and the peaceful transfer of power, as well as cooperation between the countries of the Union in the context of combating terrorism and organized crime.
