نظام المعلومات الجبائي ودوره في تفعيل الرقابة الجبائية دراسة حالة "مديرية الضرائب الولائية لولاية توقرت"

Abstract

تهدف هذه الدراسة إلى تسليط الضوء على نظام المعلومات الجبائي المستخدم لدى الإدارة الجبائية لمديرية الضرائب الولائية لولاية توقرت خلال القترة من 2017 إلى غاية 2020 ومدى تلبيته لمتطلبات وظيفة الرقابة الجبائية. ولتحقيق أهداف هذه الدراسة، تم استخدام المنهج الوصفي في الجزء النظري، وأسلوب دراسة حالة في الجانب التطبيقي بالاعتماد على أداة المقابلة مع بعض المكونين المختصين في نظام المعلومات الجبائي. وتوصلت الدراسة إلى أن عملية الرقابة الجبائية تتم بناءا على التصريحات بطرق قانونية تمثلت في الرقابة الشكلية، والرقابة على الوثائق، إضافة إلى التحقيق في المحاسبة، والتحقيق المعمق في مجمل الوضعية الجبائية والتحقيق المصوب في المحاسبة. This study aims to highlight on the tax information system used by the tax administration of the state tax directorate of the state of Touggourt during the period 2017 to 2020 and the extent to which it meets the requirements of the tax control function. To achieve the objectives of this study, the descriptive approach was used in the theoretical part, and the case study method was used in the applied aspect, relying on the interview tool with some of the specialized components of the tax information system. The study concluded that the process of fiscal control is carried out based on statements through legal methods represented in formal control, document control, in addition to investigation into accounting, in-depth investigation into the overall fiscal situation, and corrected investigation into accounting.
