Abstract

العزوف عن التصويت أصبح من الظواهر التي تعيق العملية الانتخابية في العديد من الدول ومن بينها الجزائر، مما يشكل تحد للمبدأ الديمقراطي الذي يقوم على أساس مشاركة المواطنين في الحياة السياسية عن طريق ممثلين عنهم، حتى وإن كانت نسبة الامتناع تختلف من دولة لأخرى تبعا للتباين في درجة التطور الثقافي والوعي السياسي ومدى عمق جذور التجربة الديمقراطية في هذه الدول. ولقيت هذه الظاهرة اهتماما واسعا من قبل الفاعلين السياسيين والحقوقيين وكذا العديد من المفكرين والباحثين في السوسيولوجيا الانتخابية، لدراستها ووضع الحلول المناسبة لمعالجتها، وباتت تشكل مشكلة مستعصية للقوى السياسية في الدولة، وأثرت سلبا على الحياة السياسية عامة وعلى الانتخابات خاصة، وتعددت أسبابها بين السياسية والسوسيو اقتصادية والإيديولوجية، مما أدى إلى نفور المواطنين عن العملية الانتخابية. Abstract: Electoral abstention has become one of the phenomena that hampers the electoral process in many countries, including Algeria, which constitutes a challenge to the democratic principle which is based on the participation of citizens in political life through their representatives, even if the percentage of abstention varies from one country to another depending on the difference in the degree of cultural development, political consciousness and depth of the roots of the democratic experience in these countries. This phenomenon has received wide attention from political and legal actors, as well as many thinkers and researchers in electoral sociology, to study it and develop appropriate solutions to address it. It has become an insoluble problem for the political forces of the State, and it has had a negative impact on political life in general and on elections in particular, and its causes are multiple, ranging from political to socio-economic and ideology, which led to the distancing of citizens from the electoral process
