دور منظمة الايكواس في تسوية نزاع ليبيريا : النجاحات والإخفاقات THE ECOWAS role in conflict resolution in LIBIRIA: Successes and Failures

Abstract

تعتبر منظمة الايكواس وهي اختصار لعبارة (الجماعة الاقتصادية لدول غرب إفريقيا) إحدى أهم المنظمات الإقليمية في إفريقيا ، وذلك للدور الذي لعبته في تسوية النزاعات القائمة في الإقليم، ومن أهمها النزاع الليبيري. وقد ركزت هذه الدراسة على تدخل الإيكواس في هذا النزاع ، والوقوف على مدى نجاعة هذا التدخل وما حققته من نجاحات وإخفاقات من خلال معرفة نشاطها عبر كامل سنوات الحرب الأهلية الليبيرية ، ونتائج وجهود تدخل الإيكواس في تسوية هذا النزاع ، وقد ساعدنا في ذلك استخدام منهج دراسة الحالة والذي من خلاله ركزنا على حالة نزاع ليبيريا ، بالرغم من أنه نزاع طال بلدان عدة في إقليم غرب إفريقيا. وقد توصلت الدراسة إلى أن تدخل الإيكواس في تسوية هذا النزاع لم يكن مكللا بالنجاحات في جميع مراحل الحرب، وذلك لعدة أسباب أهمها الانقسامات داخل المنظمة وسيطرة نيجيريا على صناعة القرار. The ECOWAS (the economic community of west Africa states) is considered one of the most important regional organizations in Africa, due to the role it played in setting existing conflicts in the region, the most important of which is the Liberian conflict. this study focused on the intervention of ECOWAS in this conflict and examining the effectiveness of this intervention and the successes and failures it achieved, by knowing its activity throughout the entire years of the Liberian civil war, as well as the results and efforts of ECOWAS intervention in setting this conflict. It helped us in this, the use of the case study approach, through wich we focused on the case of Liberia, even though the conflict affected several countries in the west African region. The study concluded that ECOWAS intervention in settling this conflict was not crowned with success at all stages of the war, for several reasons, including divisons within the organization and Nigeria’s control over decision-making
