آليات الارتقاء بتصنيف المؤسسات الجامعية الجزائرية دوليًا Mechanisms to improve the ranking of Algerian university institutions internationally

Abstract

تُعتبر التصنيفات الدولية للجامعات أحد أهم المؤشرات لتقييم مستوى المؤسسات الجامعية ومدى جودة التعليم والبحث العلمي لديها، ويهدف هذا البحث لدراسة أسباب تأخر تصنيف المؤسسات الجامعية الجزائرية في مختلف التصنيفات العالمية، حيث يسعى لتشخيص واقع الجامعة الجزائرية ومقارنته بنظيراتها العالمية والعربية، وبناءً عليه يقترح آليات وحلول للارتقاء في هذه التصنيفات، فريادة الجامعات والبحث العلمي ينعكس بشكل واضح على رُقي الأمم والشعوب. اعتمد البحث على المنهج التحليلي وذلك بدراسة معايير التصنيفات العالمية والتي من أبرزها تصنيف شنغهاي، ويب ميتريكس، كيو أس، تـي أتش إي، حيث تختلف معايير التصنيفات وتشترك في بعض العوامل والمؤشرات، والتي من أبرزها مخرجات البحث العلمي من براءات اختراع ومقالات منشورة في مجلات مصنفة، إضافة للموقع الإلكتروني للمؤسسة الجامعة واستعمال اللغة الإنجليزية. كما تم استخدام أسلوب التحليل الإحصائي لتحليل البيانات المتاحة من مختلف المصادر مثل أعداد البحوث المنشورة، والاقتباسات البحثية، والبراءات، ومؤشرات أخرى للأداء البحثي. تجدر الإشارة أن الدراسة اقتصرت على المؤسسات الجامعية الجزائرية فقط دون غيرها من الدول. أكدت النتائج أن ترتيب المؤسسات الجامعية الجزائرية يبقى متأخرًا رغم الجهود المبذولة. وأبرز نتائج هذه الدراسة بعد تشخيص أسباب التأخر في الترتيب ومعوقات الارتقاء به، هو الارتقاء بالأداء الأكاديمي والبحثي، حيث اقترحت سبل وآليات سريعة وفعالة للولوج لمقدمة ترتيب مختلف التصنيفات الدولية ومنافسة الجامعات العالمية المرموقة. بتقديم دراسة دقيقة حول التحديات التي تواجهها الجامعات الجزائرية وقدمت إستراتيجية للارتقاء في الترتيب، فتطبيق هذه الإستراتيجية قد يسهم في تعزيز مكانة الجامعات الجزائرية على المستوى الدولي والعربي.

This research aims to study the reasons for the ranking of Algerian universities in various international classifications. It seeks to diagnose the reality of the Algerian university and compare it with its international and accordingly proposes mechanisms and solutions to advance the classification. The research relied on the analytical approach, by studying the standards of international classifications, the most prominent of which are the Shanghai classification, QS, THE, and Webmetrics. The most notable are scientific research outputs such as patents and articles published in classified journals. The statistical analysis method was used to analyze data available from various sources such as numbers of published research, research citations, patents, and other indicators of research performance. The study was limited to Algerian university institutions, the ranking of Algerian university institutions remains behind despite the efforts made. The most prominent results of this study, after diagnosing the reasons for the ranking and the obstacles to improvement of academic and research performance, as suggested quick and effective ways and mechanisms to reach the top of the rankings of various international classifications and compete with prestigious international universities. This research presented a precise study of the challenges faced by Algerian universities and proposed a strategy to raise the ranking. Applying this strategy may contribute to strengthening the position of Algerian universities at the international level
