أثر إعادة تدوير النفايات الصلبة الحضرية على التنمية المستدامة -دراسة قياسية لحالة الجزائر 2006-2022

Abstract

تهدف هذه الدراسة إلى الكشف عن العلاقة بين إعادة تدوير النفايات الصلبة وتحقيق التنمية المستدامة، من خلال تحليل أثر إعادة التدوير على المؤشرات البيئية والاقتصادية والاجتماعية. وفي ظل التحديات البيئية المتزايدة، أصبح من الضروري تبني استراتيجيات مستدامة لإدارة النفايات، حيث تعد إعادة التدوير إحدى الحلول الفعالة التي تسهم في تقليل التلوث، والحفاظ على الموارد الطبيعية، وتحقيق مكاسب اقتصادية واجتماعية للمجتمعات. ولتحقيق أهداف الدراسة، تم الاعتماد على المنهج الوصفي التحليلي، وتطبيق منهجية نموذج ARDL لتحليل البيانات الكمية الخاصة بالجزائر خلال الفترة (2006–2022)، وذلك لقياس أثر إعادة التدوير على مؤشرات التنمية المستدامة, شملت المؤشرات الاقتصادية (الناتج المحلي الإجمالي، واردات السلع والخدمات، التضخم.), المؤشرات الاجتماعية (معدل البطالة، النمو السكاني، نسبة السكان المستفيدين من مياه شرب آمنة وصحية.), مؤشرات بيئية (نسبة الأراضي الزراعية من إجمالي المساحة، انبعاثات ثاني أكسيد الكربون، نسبة الحصول على الكهرباء.(. وتوصلت الدراسة إلى أن إعادة التدوير تؤثر إيجابيا في تحقيق مؤشرات التنمية المستدامة، وتلعب دورا محوريا في دعم جهود التنمية المستدامة في الجزائر, كما توصي الدراسة بضرورة وضع سياسات محكمة تعزز الاستثمار في إعادة تدوير النفايات الصلبة، إضافة إلى تشجيع المواطنين وتحفيزهم على الانخراط في هذه العملية.

This study aims to examine the relationship between solid waste recycling and sustainable development by analyzing the impact of recycling on environmental, economic, and social indicators. In light of growing environmental challenges, it has become essential to adopt sustainable waste management strategies, with recycling considered one of the most effective solutions that help reduce pollution, conserve natural resources, and generate economic and social benefits for communities. To achieve the objectives of the study, a descriptive-analytical approach was adopted, and the ARDL model methodology was applied to analyze quantitative data for Algeria covering the period 2006–2022. The analysis focused on the impact of recycling on sustainable development indicators, including, Economic indicators (GDP per capita, imports of goods and services, and inflation.), Social indicators(unemployment rate, population growth, and the percentage of the population with access to safe drinking water.), Environmental indicators (agricultural land as a share of total land area, carbon dioxide emissions, and access to electricity.). The findings reveal that recycling exerts a positive impact on sustainable development indicators and plays a key role in advancing sustainable development in Algeria. The study recommends the formulation of well-designed policies to encourage investment in solid waste recycling, along with promoting and motivating citizen participation in this process.
