ادارة المخاطر السيبرانية في البنوك الجزائرية في ظل التحول الرقمي دراسة حالة لفروع البنوك العمومية بورقلة (BEA – CPA – BNA)

Abstract

هدفت هذه الدراسة الى تحليل دور إدارة المخاطر السيبرانية في البنوك العمومية الجزائرية في ظل التحول الرقمي، وذلك من خلال تسليط الضوء على التحديات التي تواجهها هذه المؤسسات في تأمين بيئتها الرقمية المتنامية. وقد ركزت الدراسة على البنوك العمومية بولاية ورقلة كنموذج ميداني، بهدف تحليل مدى جاهزيتها في مواجهة التهديدات السيبرانية، وكذا رصد أوجه القصور في البنية التحتية، والتأطير البشري، والتنظيم الإداري. اعتمدت الدراسة المنهج الوصفي التحليلي إلى جانب منهج دراسة الحالة، مستندة إلى مقابلات مع 8 موظفين من مختلف الإطارات مصرفية، حيث خلصت نتائجها الى وجود وعي أولي بالأمن السيبراني، يقابله غياب فعلي لأدوات الحماية المتكاملة، مما يعمّق من فجوة التحول الرقمي الآمن داخل هذه البنوك.

This study addresses the issue of cybersecurity risk management in Algerian public banks amid the ongoing digital transformation. It sheds light on the challenges these institutions face in securing their evolving digital environments. The research focuses on public banks in the Wilaya of Ouargla as a case study, aiming to assess their readiness to confront cyber threats and to identify gaps in infrastructure, human resources, and organizational frameworks. The study adopts a descriptive-analytical approach, combined with the case study method. Based on interviews with banking executives, the findings reveal an initial awareness of cybersecurity issues, contrasted by the actual lack of integrated protection tools. This discrepancy exacerbates the vulnerability of digital transformation processes within these banks.
