دور المجلس الأعلى للشباب في تكريس الديمقراطية التشاركية ولاية ورقلة نموذجا 2023/2025

Abstract

تقوم الديمقراطية التشاركية على تعزيز الحكم الرشيد و ضمان مشاركة الشباب في صنع القرارات التي تؤثر على حياتهم .و تمثل القاعدة الأساسية للتنمية الشاملة و المستدامة ، وتتيح للمواطنين فرصة أكبر للتعبير عن إحتياجاتهم و المساهمة في إدارة شؤون مجتمعاتهم المحلية . وفي هذا السياق ، تبذل الجزائر جهودا متواصلة لترسيخ مبادئ الديمقراطية التشاركية و تؤكد على أهمية إشراك المواطنين في مختلف جوانب الحياة العامة . خاصة بعد الإصلاحات التي شهدتها البلاد و التي تهدف الى إستعادة الثقة بين المواطن و مؤسسات الدولة . يعد المجلس الأعلى للشباب هيئة إستشارية تابعة لرئاسة الجمهورية ، يلعب دورا في تعزيز الديمقراطية التشاركية على المستوى المحلي و مساهمة الشباب في صنع الــــــــقرار و تقديم المشورة و الإستشارة للحكومة وترقية المسائل المتعلقة بحاجات الشباب في جميع المجالات , من خلال الآراء و التوصيات التي يقدمها المجلس الأعلى للشباب . و يعد المجلس الأعلى للشباب حلقة وصل حيوية بين الشباب و مؤسسات الدولة لتحقيق الديمقراطية و تمكين الشباب ليصبحوا مشاركين نشطــــــــــــــــــــين و فاعلين في تشكيل مجتمعاتهم على المستوى المحلي.

The concept of participatory democracy is considered a tool for promoting good governance ensuring youth participation in making decisions that affect their lives. as it represents the fundamental basis for comprehensive and sustainable development and provides citizens with a greater opportunity to express their needs and contribute to the management of their local communities. In this context, Algeria is making continuous efforts to and consolidate the principles of participatory democracy and emphasizes the importance of involving citizens in various aspects of public life, especially after the reforms the country has witnessed, which aim to restore trust between citizens and state institutions. The Supreme Council for Youth is an advisory body affiliated with the Presidency of the Republic. It plays a role in promoting participatory democracy, youth participation in decision-making, providing advice and consultation to the government, and promoting issues related to the needs of youth in all fields, through the opinions and recommendations it provides. The Supreme Council for Youth is a vital link between youth and state institutions, achieving democracy and empowering youth to become active and effective participants in shaping their communities at the local level.

La démocratie participative favorise la bonne gouvernance et assure la participation des jeunes aux décisions qui les concernent. Elle constitue le fondement d'un développement global et durable et offre aux citoyens une plus grande opportunité d'exprimer leurs besoins et de contribuer à la gestion de leurs communautés locales. Dans ce contexte, l’Algérie déploie des efforts continus pour consolider les principes de la démocratie participative et souligne l’importance d’impliquer les citoyens dans les différents aspects de la vie publique. Surtout après les réformes que le pays a connues, qui visent à restaurer la confiance entre les citoyens et les institutions de l’État. Le Conseil supérieur de la jeunesse est un organe consultatif rattaché à la Présidence de la République. Il contribue à la promotion de la démocratie participative au niveau local, à la participation des jeunes à la prise de décision, conseille et conseille le gouvernement et promeut les questions liées aux besoins des jeunes dans tous les domaines, grâce à ses avis et recommandations. Le Conseil suprême de la jeunesse est un lien essentiel entre les jeunes et les institutions étatiques pour instaurer la démocratie et permettre aux jeunes de participer activement et efficacement à la construction de leurs communautés au niveau local.
