الثقافة والأداء التنموي للمجتمع المدني دراسة ميدانية في حي بوعامر بمدينة ورقلة

Abstract

تسعى هذه الدراسة إلى فهم كيفية مساهمة الثقافة بأبعادها المتمثلة في القيم والتمثلات والمعارف والمهارات في رفع الأداء التنموي للمجتمع المدني من حيث تعزيز الفاعلية وتحسين الكفاءة وذلك بإجراء بحث كيفي ميداني في حي بوعامر بمدينة ورقلة. وقد خلصت الدراسة إلى أن رسوخ قيم الحق والواجب ووضوح تصورات المجالات التنموية والأدوار الجمعوية يعزز من فاعلية المجتمع المدني في حين أن جودة المعارف المتعلقة بالاحتياجات التنموية والصلاحيات القانونية مع إتقان مهارات الإدارة والتواصل تحسن الكفاءة. وبناء على ذلك يتأكد تكامل الأفعال العقلانية سواء القيمية أو الغائية في رفع الأداء التنموي للمجتمع المدني مما يسهم في تحقيق تنمية شاملة مستدامة.

This study seeks to understand how culture, with its various dimensions—values, beliefs, and skills—contributes to enhancing the developmental performance of civil society in terms of improving effectiveness and efficiency. This is carried out through a field study in the Bouamer neighborhood of Ouargla. The study concluded that instilling values of truth and duty, and clarifying perceptions of developmental fields and roles among civil society groups, strengthens their effectiveness, while the quality of knowledge related to legal competencies, along with mastering management and communication skills, facilitates the improvement of efficiency. Based on this, it is confirmed that the integration of rational actions—whether value-oriented or goal-oriented—contributes to achieving comprehensive and sustainable development.
