فاعلية الرقمنة في الإدارة المحلية من وجهة نظر المواطنين - دراسة ميدانية على عينة من مواطني بلدية تقرت -

Abstract

تهدف دراستنا إلى تقييم كفاءة الرقمنة في بلدية تقرت من خلال رأي المواطنين باعتبارهم المستفيد الأول من الخدمات المقدمة من البلدية, تأتي هذه الدراسة في إطار التحولات العالمية الكبيرة التي يشهدها مجال تكنولوجيا المعلومات والاتصالات، والتي أدت إلى اعتماد الرقمنة كأداة أساسية لتحسين جودة الخدمات العمومية وتسهيل الإجراءات الإدارية. حيث سنتناول الفصل الأول الإطار المنهجي للدراسة، تم تحديد الإشكالية الرئيسية والأسئلة الفرعية، بالإضافة إلى المفاهيم الأساسية, كما يشمل هذا الفصل مجتمع البحث والعينة المستهدفة، وأدوات الدراسة المستخدمة، مع استعراض الدراسات السابقة والنظريات المرتبطة بالموضوع, أما الفصل الثاني يركز على الجانب التطبيقي للدراسة فسيتم تحليل نتائج الاستبيان الذي سنوزعه على مواطني بلدية تقرت. و من ثم نقدم النتائج والتوصيات المستخلصة من الدراسة، والتي يمكن أن تساهم في تطوير عملية الرقمنة في البلديات الجزائرية بشكل عام وبلدية تقرت بشكل خاص, و أخيرا الخاتمة.

Our study aimed to evaluate the efficiency of digitization in the municipality of Touggourt through the opinions of citizens, as they are the primary beneficiaries of the services provided by the municipality. This study comes within the framework of the major global transformations taking place in the field of information and communications technology, which have led to the adoption of digitization as an essential tool for improving the quality of public services and facilitating administrative procedures. The first chapter deals with the methodological framework of the study. The main problem and sub-questions were identified, in addition to the basic concepts. This chapter also includes the research community and target sample, the study tools used, and a review of previous studies and theories related to the topic. The second chapter focuses on the practical aspect of the study. The results of the questionnaire distributed to the citizens of the municipality of Touggourt were analyzed, followed by the presentation of the results and recommendations drawn from the study, which could contribute to the development of the digitization process in Algerian municipalities in general and the municipality of Touggourt in particular. Finally, the conclusion is provided.
