Abstract

هدفت هذه الدراسة إلى تحليل مختلف الآليات المرتبطة بتمويل عمليات التجهيز، مع التركيز على توضيح كيفية تسييرها وتنفيذها ميدانيًا. وقد تم التطرق إلى خطوات الإنجاز، والجهات المعنية بالإشراف والتطبيق، حيث تُنفّذ هذه العمليات في شكل مشاريع تجهيز متنوعة، تُدار وفقًا لنظام رخص البرامج واعتمادات الدفع. ويكمن الهدف الرئيسي من هذه الدراسة في تعميق الفهم حول منهجية تمويل وتنفيذ ورقابة نفقات التجهيز، باعتبارها إحدى الأدوات المحورية للتدخل الاقتصادي للدولة وتحقيق التنمية المحلية

Cette étude a pour objectif d’analyser lesdifférentes mécanismes liés au financement des opérations d’équipement sectoriel, en mettant l’accent sur la clarification des modalités de leur gestion et de leur mise en œuvre sur le terrain. Elle traite des étapes d’exécution ainsi que des acteurs chargés de la supervision et de l’application, sachant que ces opérations sont réalisées sous forme de projets d’équipement variés, gérés selon le système des autorisations de programme et des crédits de paiement. L’objectif principal de cette recherche est d’approfondir la compréhension de la méthodologie de financement, d’exécution et de contrôle des dépenses d’équipement, en tant qu’outil essentiel de l’intervention économique de l’État et de la promotion du développement local.

This study aimed to analyze the various mechanisms related to the financing of sectoral investment operations, with a focus on clarifying how these operations are managed and implemented in the field. The research addressed the steps of execution and the entities responsible for supervision and implementation, where such operations are carried out in the form of various investment projects, managed through the system of program authorizations and payment appropriations. The primary objective of this study is to deepen the understanding of the methodology for financing, implementing, and monitoring capital expenditure, as one of the key tools for state economic intervention and achieving local development.
