Abstract: This study aims to examine the effectiveness of environmental legislation in ensuring the sustainable use of water resources within smart cities. It highlights the role of digitalization and modern technologies in rationalizing water consumption, improving the management of distribution networks, sewage systems, rainwater, and green spaces. The study also analyzes the Algerian legal framework governing water resources and assesses its capacity to keep pace with the transition toward smart cities. The study concludes that smart water management constitutes a fundamental mechanism for achieving water security and environmental protection. However, the absence of a precise legal definition of smart cities requires the modernization of the legal system in a way that clearly regulates planning, management, and the sustainable protection of water resources
