Abstract: The focus of our study is the central government's role in local government administration, and the role of local populations and their representatives in fostering cooperation within a new framework of decentralized territorial development. We will examine, as an example, the Franco-Algerian quantitative decentralized cooperation, which has experienced significant growth in recent decades, while also highlighting the various obstacles hindering this cooperation. Our methodology is based first on the essence and foundations of sustainable territorial development, ultimately leading to an analysis of the processes and opportunities of entrepreneurship in Algeria, with the aim of achieving local, territorially-based development. At the end of this study we concluded that entrepreneurship in Algeria is more within a social dynamic belonging to society and which must involve all local actors, in this case : local authorities, economic operators and the citizen considered as essential actors in sustainable development
