اثر الرقمنة في تحسين جودة الرقابة الجبائية في الجزائر (دراسة ميدانية لعينة من أعوان الرقابة الجبائية لولاية ورقلة خلال الفترة مارس-افريل 2026

Abstract

تسعى هذه الدراسة إلى استكشاف الأثر الذي يُحدثه الرقمنة في الارتقاء بجودة الرقابة الجبائية، وذلك من خلال الإجابة على الإشكالية وهي مدى مساهمة الرقمنة في تحسين جودة الرقابة الجبائية في الجزائر حيث تمت دراسة تطبيقية أُنجزت على مستوى مديرية الضرائب لولاية ورقلة. وقد اعتُمد في معالجة هذا الاشكال على جمع وتحليل بيانات ميدانية من خلال توزيع استبيان على عينة عمال من الإدارة الجبائية بورقلة مختصين بالرقابة الجبائية، حيث توصلنا الى نتائج منها أن هناك توجهاً للإدارة الجبائية نحو تطبيق الرقمنة على مستوى مركز الضرائب لولاية ورقلة على أن الرقمنة تعمل على زيادة كفاءة الرقابة الجبائية.

This study seeks to explore the impact of digitalization on enhancing the quality of tax auditing. It addresses the central problem of the extent to which digitalization contributes to improving the quality of tax auditing in Algeria, through an applied study conducted at the tax centers in the province of Ouargla To address this issue, field data was collected and analyzed by distributing a questionnaire to a sample of employees within the Ouargla tax administration who specialize in tax auditing. The study reached several conclusions, most notably: there is a clear trend within the tax administration toward implementing digitalization at the Ouargla tax center, and digitalization significantly enhances the efficiency of tax auditing.
