This study aims to investigate the role of public relations in enhancing the mental image of local government authorities, utilizing a case study on a sample of visitors to the Zaouia El Abidia Municipality in the Wilaya of Touggourt. The study addresses a core problematic text: How do public relations mechanisms and activities contribute to building and improving the municipality's mental image among its visitors, especially in light of modern public administration transformations and the growing significance of public communication? To achieve these objectives, the study adopts a descriptive-analytical approach. A questionnaire was deployed as the primary tool for data collection, administered to a random sample of (80) respondents. The collected data were analyzed using appropriate statistical methods to ensure validity, reliability, and to test the hypotheses. The study yielded several key findings, most notably: public relations plays a pivotal role in improving the mental image of local authorities by fostering trust between the administration and citizens. Elements such as the quality of reception, responsiveness, and information accessibility were found to be crucial in shaping positive public perceptions. Conversely, the study identified certain obstacles hampering this effectiveness, primarily administrative bureaucracy and limited communication capabilities. Consequently, the study recommends the modernization of the PR department within the municipality, the adoption of contemporary communication strategies centered on digitization and continuous interaction, and the enhancement of administrative service quality alongside staff training to ensure a sustainable, positive mental image.en_US
