dc.description.abstractSUMMARY: This article aims at clarifying a developmental question that faced the developing countries in the last three decades: the efforts to solve the contradiction between the aim of maximizing Economic Growth as a means to reach Economic and social development on the one hand ,and the need to protect the environment as a necessity to secure sustained development on the other hand. The paper emphasises the necessity and the urgency to solve this problematic on the basis of taking into account permently and seriously both sides of the equation; namely, economic growth and environment protection. This has to be reached in a way that must secure the achievement of both aims with harmony and without harming or overdoing any of them. It is argued in this article that without enhancing and pursuing the work to secure such harmony and equilibrium between the two goals, all the efforts that have been sacrifyed to reach sustainable development would be without meaningen_US
