dc.description.abstractThis paper aims at exploring the relationship between democracy and empowering public policy non-official actors. It tries to draw significant lessons from the algerian experience. Although, democritization in Algeria had been constrained by several structural problems, but the analytical importance of algerian experience is due the advent of a high-scale violence just after launching democratization process in late 80’s, and its direct impact on securitizing almostly every public policy issues. In mid-90’s, efforts of non-official actors were fruitful in desecuritizing many issues, which means excluding them from high-politics machinery for their re-integration into open debate machinery. This paper tries to deal with the following research question : how to enact public policy non-official components for the aim of desecuritization of public policy issues in a context of an ongoing democratization?en_US
