Abstract

Scientific research is considered as the finest activities practiced by the human mind; this activity could be defined as a systematic effort of intellectual production, which aims to achieve the desired development in the future. In spite of its modernity, Think Tanks became a global phenomenon in terms of its increasing numbers and its spread and influence. Also, Think Tanks become the source of knowledge and scientific research, as they play a key important role in the developed world in terms of public policy formulation or decision-making level. This paper deals with a general framework of the role of Private think tanks in the field of scientific research, public policy analysis and decision-making. The paper focus on this role in the Arab environment, it discussed this role from social sciences perspective in general, and political science and foreign policy in particular.

This paper reviews and analyzes the Western literature and experience that addressed Think Tanks influence and their roles in the states or societies. Also it benefits from the practical & long experience of the researcher in the Think Tanks management & public opinion polls projects. This study addresses several topics, including: the concept of think tanks, the history and development of think tanks, and identifying the types and varieties of research centers. Then the study focused primarily on Think Tanks role and how they influence public policy and decision-making, with a review of some Arab experience and cases.

Finally, it analyzes the major obstacles and challenges that facing the effectiveness and the role of think tanks in general, and in the Arab world in particular.
