Abstract

Résumé l'État de droit se base sur plusieurs piliers. et le principe du contrôle de la constitutionnalité des lois reste le plus important , car il vise à assurer la suprématie de la Constitution autant que loi suprême de l'Etat , il organise la réglementation des autorités et définit les droits et les libertés . Alors que ce dernier vulnérable à la violation d'un contrôle permanent de changement à l'objectif de protéger l'entrée d'un nouveau et efficace de la justice est constitutionnel et contribuer ainsi à la construction d'un Etat de droit , qui est soumis à toutes les règles et condamné à la primauté du droit . Cependant,les obstacles qui se dressent sur la face de l'appareil demeurent un obstacle pour le rôle à part entière de la justice constitutionnelle dans la dévotion à la primauté du droit , les autorités les plus importantes et réduire le champ de la notification par le caractère politique du Conseil.
