التكتلات الاقتصادية كقوة ممانعة وكمعبر لتدويل الأزمات الرأسمالية

Abstract

في أعقاب الحرب العالمية الثانية وعلى إثر الأعطاب التي أفرزتها، تظافرت الجهود في سياق ترميم تلكم الاختلالات المتعددة الصُعد، وقد ارتكزت السياسات الإصلاحية في جوهرها على مرجعيات الفكر الليبرالي، وضمن سياق محاولات الرأسمالية لتجديد نفسها وتجاوز إشكالية تلك الوصمات والأزمات، طفت مذ ذلك الحين ظاهرة التجمعات الاقتصادية (المؤسساتية والجغرافية)، وغزت المشهد الاقتصادي الدولي كطرح جديد لتجاوز مشكلات الرأسمالية الليبرالية الجديدة. لكن الإشكالية اليوم أن الأزمة تنمطت وبات انتشارها أسرع مما كان عليه، بسبب غير قليل من قنوات التدويل، والتي أقحمت فيها التكتلات الاقتصادية كجدلية بين ذلك وبين النقيض، أي بين اعتبار التكتلات معبرا لتدويل الأزمات وبين تصنيفها كآلية لصد الانتشار الدولي للاختلالات الرأسمالية الراهنة. ومن خلال هذه الدراسة سنحاول التطرق لأهم الأطروحات التي تتعلق بتدويل الأزمات أو ممانعتها ارتكازا على الدور الذي تسهم فيه التكتلات الاقتصادية

In the aftermath of the 2nd World War many efforts and initiatives took place at the world economic scene to heal some of the woes resulting from the destructive policies leading to the war. Despite the various manifestations of those efforts, they have been based upon the liberal economic thinking of capitalism. One of those efforts has been the establishment of economic blocs in many regions of the world. At the same time it has been apparent that capitalism through its liberal version has seen the occurrence of many crises that have transcended their counties of origin. As a result the various channels that have played part in the ‘internationalization’ of those crises have come under rigorous scrutiny. The role of economic blocs has been identified among those channels. Based upon the above this study tries to critically examines the status of economic blocs amidst those cries, and see whether these blocs act as protecting shields or as channels of the ‘internationalization’ of those crises
