Abstract: Strategic visions for universities controversial and widely in the Maghreb, especially in Tunisia and Morocco since independence countries remained. The question is about the functional destination and strategic objectives of universities and major goals and objectives of national policies in university higher education sector. The universities have seen its systems historical stages to put the perceptions and visions of a national reform and development aimed integration into the global knowledge economy. But these reforms have affected by factors external and international and regional. In this context, we study the reform of higher education policies in these two countries. Firstly, through the study of university reforms and strategic direction of the university system in these countries between 2003-2013 and secondly, by analyzing the nature of the evolution of university education policies in this period and its contribution in the global knowledge economy
