dc.description.abstractThe public service is considered in islam as a religious duty,it is a burden and not an ennobling,it is a right granted to the one who deserves not to the request,too,this is a social service with a limited power against part of a salary. One who holds public office must obey certain essential conditions,in this case the strength,loyalty and ability. Moreover,promotion of lesser function to another function was done on the basis of competence,also special attention was given to learning and motivation. Public functions were therfore islam charecterized by a specific nature obedient to islamic sharia and all the principles on which it was based to trace the life of Muslim society.en_US
