تعتبر القيم المنقولة المحدد الأساسي للأسواق المالية وبالتحديد بورصة القيم المنقولة، فهي تمثل الحق الذي يدور حوله العرض والطلب حيث عرفت بورصة القيم المنقولة منذ وجودها أنواع كثيرة من الأوراق المالية، فمنها الأوراق المالية التقليدية الأسهم والسندات التي لقيت تداولاً ورواجًا كبيرين ومنها القيم المنقولة المستحدثة لتلبية الحاجة إلى تمويل سريع وفعال للشركات. تكون القيم المنقولة محل التداول عن طريق مجموعة من التقنيات التسعيرة داخل البورصة. تبنت الجزائر فكرة البورصة للنهوض بالاقتصاد الوطني ولمساعدة في جلب رؤوس الأموال بغرض تشجيع الاستثمار الوطني والأجنبي ولخلق منافسة بين الجهات المصدرة للقيم المنقولة في إشباع المستثمرين.
