واقع ممارسة الإدارة الإلكترونية في الجامعة الجزائرية (جامعة قاصدي مرباح ورقلة أنموذجا)

Abstract

ملخص الدراسة:

تهدف هذه الدراسة المعنونة بـ" واقع ممارسة الإدارة الإلكترونية بالجامعة الجزائرية " جامعة ورقلة أنموذجا للإجابة عن التساؤل الرئيسي المتمثل في: ما واقع ممارسة الإدارة الإلكترونية بجامعة ورقلة؟ اعتمدت الطالبة على 03 أسئلة فرعية هي: 1. ما مقومات الإدارة الالكترونية التي توفرها جامعة قاصدي مرباح ورقلة ؟ 2. كيف تساهم الإدارة الالكترونية في نجاح العمليات الإدارية بجامعة قاصدي مرباح ورقلة ؟ 3. ما هي المعوقات و الصعوبات التي تواجه تطبيق الإدارة الالكترونية كممارسة بجامعة قاصدي مرباح ورقلة ؟ وللإجابة على التساؤلات السابقة تم الاعتماد على مجموعة من الإجراءات المنهجية شملت المدخل السوسيولوجي(البنائية الوظيفية) والمنهج الوصفي بالاعتماد على مجموعة من الأدوات لجمع البيانات انطلاقا من المصادر والوثائق، مرورا بالاستمارة، إلى غاية الاستعانة بالإحصاءات الرسمية والتقارير وصولا للأساليب المتبعة في تحليل البيانات. وتم تطبيق هذه الأداة على عينة من الموظفين بكليات جامعة قاصدي مرباح ورقلة، والمتمثلة في (102) موظف تم اختيارهم بالعينة الطبقية الإحتمالية وتم استرجاع (95) من أصل (102) استمارة موزعة. أسفرت نتائج الدراسة الميدانية على أن الجامعة الجزائرية تتجه نحو الإدارة الإلكترونية وهذا من خلال تساند مختلف الأطراف المكونة لها وهي: الاهتمام بالمورد البشري و تأهيله من أجل النهوض بهذه السياسة و توفير بنية تحتية مناسبة للسير نحو هذا التنظيم الحديث و تقبل التغير نحو الأفضل داخل الإدارات و التخطيط و التنسيق الحسن لممارسة الإدارة الإلكترونية داخل الجامعة الجزائرية. الكلمات المفتاحية: الجامعة الجزائرية، الإدارة الإلكترونية، مجتمع المعلومات، المورد البشري. Abstract:

« Electronic Administration and its present situation in the Algerian university»( the cause of Ouargla university) is a study that aims to answer the main question of: what is the reality of practicing the E-administration in the Algerian university ? To answer this question the student took into consideration 3 sub questions : 1- What are the main constituents of the E-administration provided in the University of Kasdi Merbah Ouargla ? 2- How does the E-administration contribute in the success of the administrative operations in the university of Kasdi Merbah Ouargla? 3- What are the obstacles and the difficulties that face the application of the E-administration in the university of Kasdi Merbah Ouargla? The student followed a set of methodological procedures which included; the sociological entrance, the Functional Constructivism and the descriptive method, depending on a set of tools to collect data from the sources and the documents. This study was conducted on a sample of 102 staff from the university faculties, this sample was chosen according to the “stratified probability”, where 102 forms were distributed and 95 were received. The results of the field study show that the Algerian university is heading toward the E-administration, and this can be seen through its various constituents which are:The attention given to the human resource and its rehabilitation in order to promote this policy, the availability of the appropriate infrastructure that leads to this new type of organization, the aptitude to improve in the administrations and the good planning and coordination to apply the E-administration in the Algerian university.
