دور منظمة الأمم المتحدة في بناء السلام

Abstract

يهدف هذا البحث إلى تسليط الضوء على دور الأمم المتحدة في بناء السلام، خاصة و أن هذه الأخير يتعامل مع مرحلة مليئة بالتناقضات و الصعوبات، وهو ما يتطلب إبراز أهمية دور الأمم المتحدة في هذا المجال ، و ذلك من خلال ميثاق الأمم المتحدة و الأحكام الصادرة في أجندة السلام من طرف الأمين العام للأمم المتحدة"بطرس بطرس غالي" سنة1992، وما تحمله من طرق و آليات لأجل حفظ السلم و الأمن الدوليين بعد انتهاء الصراعات. تناولنا في هذا البحث تعريف واضح لعملية بناء السلام و المفاهيم المتعلقة بالسلم والأمن الدوليين كما تطرقنا إلى المتغيرات التي أدت إلى ظهور عمليات بناء السلام وآليات الأمم المتحدة و خطواتها في هذا المجال، و بناءا على المستجدات الدولية والأوضاع المتغيرة، تم من خلال هذه الدراسة إبراز الصعوبات التي تواجه الأمم المتحدة، خاصة و أن هذه العملية تتطلب جهودا تشمل التعاون المحلي و الدولي Cette étude a pour but de mettre l’accent sur le rôle des nations unies dans la construction de la paix, notamment que cette dernière fait face à une étape pleine de contradictions et de difficultés, ce qui nécessite de souligner l’importance du rôle de l’ONU dans ce contexte, selon la charte des nations unies et les décisions figurant dans l’ordre du jour de la paix, prises par l’ex secrétaire général de l’ONU, BOTROS GHALI en 1992 et tout ce qu’il porte comme méthodes et techniques de maintien de la paix et de la sécurité internationales après la fin des conflits. Nous avons procédé dans cette recherche à une tentative de définition claire du processus de construction de la paix et de tous les concepts relatifs à la paix et la sécurité internationales, nous avons aussi abordé les changements ayant induit à la parution des opérations de construction de la paix et les mécanismes des nations unies dans ce domaine, et en fonction des nouveautés internationales et les situations variables. Par la présente étude, il a été mis en évidence des obstacles dont les nations unies affrontent, surtout que ce mécanisme nécessite des efforts qui comprennent la coopération locale et internationale et les solutions proposées pour améliorer l’accomplissement de ses missions dans le processus de construction de la paix. This research aims to highlight the role of the United Nations in peace-building, especially that dealing with this final stage is full of contradictions and difficulties, which requires highlight the importance of the role of the United Nations in this area, and through the Charter of the United Nations and judgments in peace agenda by the Secretary General of the United Nations, "Boutros Boutros-Ghali" in 1992, and in respect of the ways and mechanisms for peace-keeping and security in post-conflict. We discussed in this research a clear definition of the peace building process and concepts related to international peace and security as we dealt with the variables that led to the emergence of peace-building processes and mechanisms of the United Nations and its steps in this area, and based on international developments and the situation changing, been through this study highlight the difficulties faced by the United Nations , especially that this process requires efforts include local and international cooperation.
