إستراتيجية إدارة الأزمات في المؤسسة العمومية الاقتصادية الجزائرية (دراسة حالة مديرية توزيع الكهرباء والغاز فرع ورقلة

Abstract

تهتم هذه الدراسة بموضوع الأزمة، وإدارة الأزمة، وطرق التعامل معها،حيث ترتكز على جانبين الأول نظري متعلق بالأزمة وإدارة الأزمة من خلال الحديث عن أهم التعريفات التي قدمها مختلف الباحثين ومعرفة مراحل تطور مفهوم إدارة الأزمة بالإضافة إلى الحديث عن أهم النظريات والنماذج التي فسرت الأزمة وطرق إدارتها . أماالجانب الثاني فهو تطبيقي تم من خلاله دراسة مؤسسة سونلغاز فرع ورقلة وعرض مختلف الإستراتيجيات التي تضعها هذه المؤسسة عند حدوث الأزمات ويمكن ذكر أهم هذه الإستراتيجيات منها:  الإعتماد على التكنولوجيا ونظم المعلومات في التعامل مع مواقف الأزمة.  الإعتماد على مخطط الطوارئ وتنفيذ الخطة الوقائية.  القيام بتسيير مخطط تنظيم التدخلات والإسعافات

Notre étude aborde la gestion de crise et les méthodes pour la gérer, en fonction de deux aspects: le premier est théorique, lié à la crise et à la gestion de la crise en abordant les définitions les plus importantes présentées par différents chercheurs, et la connaissance de la étapes de l’évolution du concept de gestion de crise, en plus de discuter des théories et des modèles les plus importants expliquant la crise et de la manière de la gérer. Le deuxième aspect est pratique, au cours duquel la société SONALGAZ, filiale de Ouargla, a été étudiée et a présenté les différentes stratégies mises en place par cette institution en cas de crise. Les plus importantes de ces stratégies sont: - Utilisation des technologies et des systèmes d’information et de communication pour faire face aux situations de crise. - Adopter le plan d'urgence et mettre en œuvre le plan de prévention.

Conduite de l'organisation des régimes d'intervention et d'assistance.Our study addresses the crisis management and the methods to manage it, based on two aspects: the first one is theoretical, related to the crisis and the management of the crisis by addressing the most important definitions presented by different researchers, and the knowledge of the stages of the evolution of the crisis management concept, in addition to talking about the theories and the most important models that explained the crisis and how to manage it. The second aspect is practical, during which the company SONALGAZ branch of Ouargla was studied and presented the different strategies that this institution puts in case of crisis. The most important of these strategies are: - Use of Information and communication technology and systems to deal with crisis situations. - Adopt the emergency plan and implement the prevention plan. - Conduct of the organization of intervention schemes and assistance.
