Abstract: This study aims to analyze the role of the investment rule 49%_51% in disrupting inward and outward investment flows to and from Algeria during the period (2000_2019), in light of the accusations against this rule of causing many investment opportunities to be missed on the Algerian economy, given the refusal of many foreign investors to the joint investment formula , And this is what caused the recession in investment flows, both inward and outward.The study concluded that the imposition of the investment rule 49%_51% is part of the problems that characterize foreign direct investment in Algeria, and that it was like a tree that covers the forest, considering the number of obstacles and difficulties recorded parallel to this rule.For example, problems of administrative corruption, difficulty in obtaining industrial property, and the inability to transfer profits,Besides many legal complications and bureaucratic procedures that certainly discourage foreign money and businessmen from investing in such conditions,Which is why we are certain that abolishing the rule 49%_51% is part of the solution, because it requires an objective survey of all problems and difficulties and then work to solve it.
