دور المجالس الاقليمية المنتخبة في تسيير الشؤون العمومية

Abstract

تعتبر المشاركة الشعبية في إطار التوجهات الجديدة للإدارة المحلية من أهم الآليات المعتمدة في التسيير المحلى ،وذلك من خلال المجالس المحلية المنتخبة والتي تمارس مهام وأدوار أساسية في التخطيط والتسيير المحلي لمختلف الشؤون المحلية العمومية. حظيت المجالس المحلية المنتخبة بمكانة أساسية في مختلف النصوص الدستورية والقانونية التي عرفتها الجزائر ابتدأ بدستور 1963 و 1976 الي دستور 1989 و 1996 ،وكذا مختلف القوانين المتعلقة بالإدارة المحلية من خلال 1967 و 1990 و 2011 والمضمنة قانون البلدية ،و 1969 و 1990 و 2012 والمتضمنة قانون الولاية ،حيت نصت كلها على أدوار المجالس الإقليمية في التنمية المحلية والأساليب التي تعتمدها في تسيير الشؤون المحلية. طبقا للقانون 2011 يمارس المجلس الشعبي لبلدية ورقلة مهام وأدوار تتعلق بتسيير المصالح اليومية للموطنين باعتماد أساليب التسيير المختلفة كأسلوب المباشر وأسلوب المؤسسات العمومية وكذا أسلوب عقد الامتياز والتفويض. تواجه بلدية ورقلة العديد من المشاكل والصعوبات في تسييرها للمشاريع التنموية المحلية،تمثلت في ضعف المؤسسات المقاولاتية غياب الرقابة والمتابعة. ولمواجهة تلك العقبات والصعوبات بهدف الوصول الي تنمية محلية توجب على بلدية ورقلة البحث عن حلول ،ويمكننا اقتراح بعض الحلول والمتمثلة في تفعيل آليات الرقابة والمتابعة والضبط ،والقيام بتأطير المؤسسات المقاولاتية الصغيرة وتأهيلها كمؤسسات مستقبلية. Pour faire face à ces obstacles et les difficultés pour parvenir à une municipalité de développement local dû Ouargla à faire la recherche de solutions, nous proposons des solutions et l'activation de la commande, de surveillance et des mécanismes de contrôle, et de faire de petites institutions entrepreneuriales encadrées et qualifier avenir institutions.
