تأثير البيروقراطية على تحسين الخدمة العمومية في الجزائر -دراسة الإدارة المحلية لولاية ورقلة-

Abstract

تتناول هذه الدراسة إبراز كيفية تأثير ظاهرة البيروقراطية على الخدمة العمومية في الجزائر، من خلال دراسة حالة الإدارة المحلية لولاية ورقلة وتعرضت الدراسة إلى حالة بلدية ورقلة نموذجا في محاولة للإجابة على إشكالية مدى تأثر الخدمة العمومية بالبيروقراطية، وخلصت الدراسة إلى أنه بغية تطوير مسار الخدمة العمومية داخل الإدارة المحلية والدفع بها نحو الأحسن وجب تخفيض الإجراءات البيروقراطية عن طريق إصلاح إداري شامل يأخذ في الاعتبار كل ظروف وإمكانيات بيئة الإدارة المحلية حتى لا يحدث تعارض بينها وبين قرارات السلطة المركزية وحتى تتمكن الإدارة من تقديم الخدمات العامة للمواطنين في مستوى الرهانات والتحديات التي تنتظرها.

Cette étude vise à montrer l'influence de la bureaucratie sur le service public en Algérie a travers le cas de l’administration locale de municipalité de Ouargla comme modèle d’étude dans une tentative de répondre au problème de cette étude : dans quelle mesure le service public est touché par la bureaucratie. L’étude conclue que, pour développer le service public au sien de l 'administration locale il fout réduire les procédures bureaucratiques à travers une réforme administrative globale qui prend en compte toutes les circonstances et les possibilités de l'environnement de l'administration locale afin de ne pas créer un conflit avec les décisions des autorités centrales pour l'administration soit en mesure de fournir des service public aux citoyen des enjeux et défis qui l' attende à la hauteur.

This study aims to show the influence of the bureaucracy on public service in Algeria through the local municipality administration of Ouargla as a study example trying to respond on the study problem: insofar the public service is touched by the bureaucracy. The study concluds that, in order to developpe the public within the local administration, it needs to reduce the bureaucratic procedures by a global administrative reform which considers all the circumstances and the possibilities of the local administration environment to avoid any conflict with the decisions of the central authorities in order that the administration will be able to provide public services to the citizens, stakes and defiances that they are waiting for.
