Abstract

ترمي الدراسة الحالية إلى موضوع بالغ الأهمية إذيعد موضوع "المعوقات التنظيميةوأثرىاعل فعل القيائد بالجماعات المحلية " من أىم المواضيع التي تهتم بدراسة و تحليل بناء ووظيفة الأجهزة الرسمية التي يشارك على غرارىا المواطنین المحلييین و الدولة في إدارة الشؤون المحلية على مستوى البلديات. وعليو جاءت دراستنا ىذه لتكشف عن الدور المنوط بالقيادة المنتخبة ممثلة برئيس و أعضاء المجالس الشعبية البلدية في إحداث التنمية المحلية ، على الرغم من الوصاية الإدارية التي يفرضها قانون البلدية 10-11 لسنة 3122 وكذا ضعف التمويل وسيطرة التمويل المركزي لمخططات البلدية المتعلقة بالتنمية بالإضافة إلى ضرورة التعرض لأىم الصعوبات التي تعيق تلك القيادة في لتحقيق الاىداف التنموية. وفي الاخير استخلصنا أن ىذه الموعوقات السالفة الذكر تؤثر على الفعل القيادي في الجماعات المحلية وإن فاعلية تلك القيادة مرىونة بمدى ظهور تلك المعوقات التنظيمية .

The current study aimed to the crucial subject of Avead theme of "obstacles Altnzimihootherhaal did Alquaid local groups" of the hottest topics concerned with studying and analyzing the construction and function of the official agencies that participate on GrarhaMahlیییn citizens and the state in the management of local affairs at the municipal level.Thus came this study is to reveal the assigned role of driving the elected representative of the President and members of the People of municipal councils in the creation of local development, in spite of administrative guardianship imposed by municipal law 10-11lsnh 2011 as well as the lack of funding and control of central funding for municipal schemes related to development in addition to the need for exposure to the most important difficulties that hinder those in leadership to achieve development goals.At last we have learned that this Moaoqat aforementioned affect the reaction the leadership of the local communities and that the effectiveness of those dependent on the extent of driving the emergence of these organizational obstacles.
